Navigating the New Legal Services Research Centre: What It Means for Your Legal Costs

By Law in Check

In July 2024, the Victorian Legal Services Board and Commissioner (VLSB+C) launched the Legal Services Research Centre—a first-of-its-kind initiative in Australia aimed at improving transparency, fairness, and accountability in the legal profession.

For everyday clients, this new research centre could mark a turning point in how legal services are delivered, regulated, and—most importantly—how much you’re paying in legal costs.

What Is the Legal Services Research Centre?

The Legal Services Research Centre has been set up to gather and analyse data about how legal services are provided in Victoria. It will focus on issues such as:

  • Access to justice – How easily people can obtain legal help.
  • Trends in legal costs – The way lawyers are charging clients.
  • Consumer protection – Ensuring lawyers meet their obligations under the Legal Profession Uniform Law (LPUL).
  • Professional standards – Maintaining high levels of ethics and accountability within the legal profession.

  • By shining a light on these areas, the Centre aims to make the legal system more transparent and accessible for everyone.

Why This Matters for Legal Costs

Legal fees are one of the biggest barriers stopping people from seeking justice. The Research Centre’s work will:

    • Expose Hidden Billing Practices Data-driven insights may reveal common billing issues, such as overcharging, unnecessary disbursements, or a lack of upfront disclosure.
    • Influence Policy & Regulation If the research identifies widespread unfair practices, regulators may update rules around costs disclosure and billing transparency.
    • Empower Clients with Information By publishing reports and findings, the Centre could give clients a clearer picture of what “fair” legal costs look like—helping you compare your lawyer’s bill against industry standards.
    • What Clients Can Do Right Now

While the Research Centre’s work is still in its early stages, there are practical steps you can take today to protect yourself:

      • Ask for a costs disclosure before engaging a lawyer—this is your legal right under the LPUL.
      • Request an itemised bill if charges seem unclear or excessive.
      • Compare costs using Law in Check’s free Bill Calculator, which can help you identify potential overcharging.
      • Challenge unfair fees through a formal costs assessment if necessary.

      • The new Centre may eventually make these processes easier, but you don’t need to wait for systemic changes to take control of your legal costs.

        Looking Ahead

The creation of the Legal Services Research Centre signals a positive shift towards greater accountability in the legal profession. For clients, it means your voice—and your wallet—are starting to matter more in discussions about how lawyers operate.

At Law in Check, we’ll be closely following the Centre’s research and keeping you updated on key findings that affect how much you should (and shouldn’t) be paying for legal services.
